Town of Groveland Implements Codified Bylaws

GROVELAND – Town Administrator Rebecca Oldham is pleased to announce that the Town of Groveland has recently implemented general code in an effort to update, organize, and codify the Town’s Bylaws.  

Town Bylaws will now be maintained and managed through an online eCode platform.  

The Town of Groveland worked collaboratively with General Code, a third-party platform, to transfer documents and bylaws through the codification process. General Code provided a Legal Analysis, Preliminary Draft, and Final Drafts throughout the entire process to ensure accuracy. The Bylaws were then made accessible online and were unanimously approved and adopted at Town Meeting.  

For years, the town maintained its bylaws through a single document where staff would manually input new information. Over time this process resulted in a number of errors and inconsistencies, making it impossible for staff and constituents to keep up-to-date information. 

By transferring bylaws to an eCode platform, the town can now manage bylaws directly online, residents can access up to date bylaws through the system. All bylaws remained secure through this process.  

Up-to-date Code can:  

  • Ensure that obsolete or outdated references are cleaned up in your code 
  • Keep new laws from conflicting with existing code regulations or State Statutes 
  • Ensure that information on the collection of fees and penalties is up to date and accurate 
  • Protect your municipality from law enforcement disputes and even lawsuits 
  • Offer quick and precise FOIA, FOIL, or OPRA requests 
  • Provide time and resource savings from having to verify availability of the most current legislation

Town of Groveland, Groveland Police Remind Residents of Winter Parking Ban

GROVELAND – Town Administrator Rebecca Oldham and Police Chief Jeffery Gillen would like to share that the Groveland Winter Parking Ban is currently in effect.  

According to the GROVELAND GENERAL BYLAW, ARTICLE II, SECTION 12-44, parking is PROHIBITED at certain times:

  • A. No person shall park or leave a vehicle on any street or highway during an emergency or snow storm. Vehicles parked in violation of this provision may either be tagged, moved by or at the direction of a Police Officer or both. Vehicles will be moved or towed at the expense of the owner. 
  • B. No vehicles may be parked on any streets or highways between the hours of 1 a.m. to 6 a.m. November 15th to March 15th of any year unless otherwise directed by the Chief of Police. 

The ban allows the Highway Department to effectively and efficiently perform duties related to snow and ice removal.

Groveland Council on Aging Announces November Programs and Events

GROVELAND – Director Alyssa Lee and Assistant Director Nisha Burke are pleased to share Groveland Council on Aging’s November programs and events.  

The Groveland Council on Aging offers older adult residents a variety of programs and events each month. November activities include: 

Thursday, Nov. 2: Medicare 101

Residents who are either already 65 years old or approaching this age, as well as those contemplating retirement, are encouraged to attend the Medicare 101 program.

This free program offered by SHINE will help residents navigate Medicare and its benefits. Lunch will be provided.

Monday, Nov. 6: Trip to Commonwealth Museum

The Groveland COA is offering a van trip to the Commonwealth Museum, located in Boston, transportation costs $15 per person.  Individuals will be responsible for covering their own lunch expense.

The day will include touring the museum and learning about the history of Massachusetts through the colonial, revolutionary, federal, and nineteenth century reform periods. The tour will also include learning about the sub theme of the Museum, “Tracing Our Roots,” which tells the story of four representative Massachusetts families of Native American, English, African-American and Irish heritage.

Thursday, Nov. 9: Meditation for a Healthy Happy You

Join instructor Deborah Fay D’Onofrio and explore a variety of meditation techniques. 

The meditation class is free and will start at 11 a.m. in the Center Hall Meeting Room at Town Hall, 183 Main St.

Monday, Nov. 13: Legal Monday with Elaine Dalton

This event will feature a free, 15-minute consultation with Attorney Elaine Dalton.  

Available appointments include 10 a.m., 10:15 a.m., 10:30 a.m. and 10:45 a.m.

Monday, Nov. 13: Movie “Barbie”

Movie Monday will feature “Barbie” starring Margot Robbie and Ryan Gosling. The movie will be shown at 11 a.m. in the Town Hall Center Hall Meeting Room. 

Residents are encouraged to dress in pink. 

Tuesday, Nov. 14: Senator Tarr’s Constituent Services

Those interested in attending should RSVP to Senator Tarr’s Constituent Services with Mary Ann Nay, District Director Office of State Senator Bruce E. Tarr, Senate Minority Leader at 617-722-1600 or Maryann.Nay@masenate.gov. or RSVP with the Council on Aging.

Thursday, Nov. 16: Thanksgiving Luncheon

The Groveland COA would like to invite residents to the Thanksgiving Luncheon. The event will feature a catered lunch, entertainment, desserts and raffles. Music will be provided by students of the Pentucket Regional Middle High School Program. 

The luncheon cost $5 per person and will be held in the Town Hall Center Hall Meeting Room starting at 12 p.m.

Monday, Nov. 20: Monthly Mélange 

This event features an afternoon of crafts and an interactive class. Residents will have the opportunity to make faux pumpkin centerpieces. 

The event is free and starts at 2 p.m. in the Center Hall Meeting Room at Town Hall.

Monday, Nov. 20: Movie Screening “Jules,” 

Movie Monday will feature “Jules”, a Sci-Fi Comedy starring Ben Kingsley and Jane Curtis. The movie will be shown at 11 a.m. in the Town Hall Center Hall Meeting Room.

Tuesday, Nov. 21: State Representative Adrianne Ramos Community Coffee Hour

The Groveland COA will be hosting State Representative Adrianne Ramos for a community coffee hour. 

The event is free and will start at 10:30 a.m. in the Center Hall Meeting Room in Town Hall.

Monday, Nov. 27: Veterans Services with Mike Ingham

Mike Ingham will be discussing Veterans Services with older adults during monthly office hours from 1-3:30 p.m. in the Groveland COA Outreach office.

Monday, Nov. 27: Movie Screening of “AIR”: 

Movie Monday will feature “AIR”, starring Matt Damon and Ben Affleck. The movie will be shown at 11 a.m. in the Town Hall Center Hall Meeting Room.

Tuesday, Nov. 28: Agespan Presentation with Senior Medicare Patrol Kristen Haley, Outreach & Education Coordinator 

Agespan will be giving a free presentation to older adults on Senior Medicare Patrol. 

Senior Medicare Patrol Outreach and Education Coordinator Kristen Haley will assist Medicare beneficiaries, their families and caregivers in the prevention and detection of health care fraud, errors and abuse. 

This event is free and starts at 10:30 a.m. in the Center Hall Meeting Room at Town Hall. Call the Groveland COA at 978-372-1101 to RSVP. 

Tuesday Nov. 28: Hike 

This free event will include a hike through Meadow Pond Reservation in Groveland (Veasy Park). The hike will be approximately 2-4 miles, which will vary based on the participants preference. 

Hikers are encouraged to bring water and wear the appropriate clothing and footwear for the weather and the various terrain. 

Hikes are free and will start at 9 a.m. and take place every Tuesday starting on Nov. 28 through mid-December.

Thursday, Nov. 30: Traveling Chef

The Groveland COA offers a Traveling Chef resource where residents can order food for delivery. 

The menu for Nov. 30 is Tomato Soup, Grilled Cheese, Garden Salad, Pumpkin Square, and Juice. This is a free service.

Additionally, the Groveland COA would like to remind residents of the variety of programs offered to older adults throughout the year: 

  • 3B Fitness (Brains, Bones, Balance) classes are offered every Tuesday at 9 a.m. hosted by certified personal trainer, Bryan Coyne, in the Town Hall Center Hall Meeting Room, 183 Main St. Each class is $5.  
  • Gameday, will be held every Wednesday starting at 1 p.m. and will include a variety of board games for residents to participate in. Coffee and tea will be provided. 
  • Yoga, with Mary Van Abs meets weekly on Fridays at 10:45am in the Center Meeting room in Town Hall at 183 Main St. $5/class, you can pay the teacher, day-of. All levels welcome. 
  • Groveland COA Food Pantry offers fresh, frozen and pantry stable food to older adults. The food pantry hours are Wednesdays: Open drop-in 1:30 – 3:30 p.m. The pantry  operates under normal COA office hours on other days as well, but the COA recommends calling the COA office to schedule an appointment to ensure they are available to assist. Delivery is available for homebound seniors. Please call the COA office to schedule a delivery by 11am on Tuesdays for a Wednesday delivery.
  • Mobile Market, fresh groceries are available on the first Tuesday of every month. call the COA 978-372-1101, to arrange assistance. 
  • Meals on Wheels, call the COA 978-372-1101, to arrange assistance.
