Pavement Management Program

The Town of Groveland has implemented a Pavement Management Program that is aimed to improve the condition of the Town’s roads. The program will consist of a roadway condition assessment and a pavement management plan. The Merrimack Valley Planning Commission (MVPC) on behalf of the Town, performed comprehensive town wide inspections of every roadway and rated each by their condition. An OCI (Overall Condition Index) rating was assigned to each road which has allowed the Town to create a long-term pavement management plan.

The Town’s Pavement Management Program will utilize different road treatments to each road based on its evaluation (i.e. Crack Sealing, Mill & Fill, Reclamation). The Town will also take into consideration any resident concerns, traffic volumes, budgetary constraints, future developments and upcoming utility work when deciding on which roads are planned to be paved.

As part of Pavement Management Program, the Town has established a 5 Year Capital Paving Plan which incorporates the condition of roads and available funding. The 5 Year Capital Paving Plan is a list of roads that are scheduled to be paved in the next 5 years and is reevaluated and updated annually. The list of roads that is created is for planning purposes and is subject to change based on funding, changes in roadway conditions and/or future utility work.

5/14/25

On Thursday May 15, 2025, The Town’s Contractor EJ Paving will be paving the bottom layer (binder) on the following roads: Highland Ave, Merritt Ave, Stocker Ave, Hardy Ave, and Elm Park Extension. The roads will remain passable and open to residents, abutters, school buses, trash trucks, mail deliveries and emergency services, but please allow for more time for travel.

On Tuesday May 13, 2025, and Wednesday May 14, 2025, MassDOT’s contractor will be painting the pavement markings on the recently paved portion of School Street/Route 97 (Gardner St. to Parker Ave). To alleviate any traffic delays, the traffic line and crosswalk painting will be done at night. Please use caution and expect delays if traveling in the area. Traffic control officers will be onsite to direct traffic.  

5/9/25

Beginning Monday, May 12, 2025, the Town’s Contractor EJ Paving will begin the road paving work on the following roads: Highland Ave, Merritt Ave, Stocker Ave, Hardy Ave, Elm Park Extension, The roads will be reclaimed and then repaved over the next two weeks. Throughout the work, the road will remain passable and open to residents, abutters, school buses and emergency services, but please allow for more time for travel.

4/28/25

On Tuesday, April 29, 2025, and Wednesday, April 30, 2025, MassDOT’s contractor D&R Paving will be paving the top coat of asphalt pavement on School Street (Gardner Street to Parker Road). Traffic Control Officers will be directing traffic for the duration of the work, but please expect delays. We ask residents and travelers to give themselves extra time as detours may be set up along the road as needed. 

4/22/25

Massachusetts Department of Transportation (MassDOT)’s contractor D&R Paving has completed the milling and is repairing and adjusting manholes and water gates valves during this week April 21, 2025. Please drive with caution as raised manholes and water and gas gates are in the roadway.

ROAD PAVING NOTICE – School Street (Route 97):

Please be advised that the Massachusetts Department of Transportation (MassDOT)’s contractor D&R Paving will be paving a portion of School Street (Rt 97) from Gardner Street to Parker Road. The work will begin the week of April 14, 2025 and is expected to last 2-3 weeks, weather dependent. The work will entail milling the existing road and applying a new 2”inches of asphalt on the road. Throughout the work, the road will remain passable and open to residents, abutters, school buses and emergency services.

Traffic Control Officers will be present to direct traffic for the duration of the work, but delays are likely. We ask travelers to give themselves extra time as detours may be set up along the road as needed.

Upcoming Paving for the Spring of 2025

The Town is scheduling to resurface (pave) the following roads: Highland Ave, Merritt Ave, Stocker Ave, Hardy Ave, Elm Park Extension, Murray Ave, Murray Road, Murray Court, Harvard Road, Salem St./School Street Intersection. The work will be done by contractor and may commence as early as April 1st, 2025.

MassDOT is also expected to also resurface (pave) School Street (RT.97) from Gardner Street to Parker Road this upcoming spring of 2025.
