Housing Production Plan

A Housing Production Plan helps municipalities better understand local housing need and demand, development constraints and opportunities, and their future for affordable housing and sometime market-rate housing. Housing Production Plans must be updated every 5 years. 

The Town is working with the Merrimack Valley Planning Commission (MVPC) to update its Housing Production Plan. This process involves multiple meetings with stakeholders and municipal employees, as well as community information sessions and, eventually, surveys.  

Once the HPP is finalized, the Town will have a more comprehensive view of the housing needs of the Town so that moving forward Town Employees and Boards are able to work towards the needs of the community.  

Funding

Funding for this project was received in October 2022 through the EEA Planning Assistance Grant, EOHLC One Stop Grant, District Local Technical Assistance, and a local match.

Meetings/Outreach

On October 12, 2023, Merrimack Valley Planning Commission (MVPC) hosted a virtual regional forum to discuss housing issues and statistics at the regional level, as well as to inform the public about how updated HPPs are being developed for multiple communities in the region. There was also a breakout session, specifically for residents of Groveland to learn about housing in Groveland and to seek feedback on the development of an updated HPP.
