Comprehensive Master Plan

Groveland received funding to create and complete the Town’s first finalized Comprehensive Master Plan since the 1960s. A Comprehensive Master Plan expresses the Town’s vision for its future and establishes a plan to achieve it. The State has different requirements for the Plan, which are outlined in MGL Chapter 41, Section 81D.

The Town worked with two consultants to complete this project, Inness Associates Ltd., and Form + Place. These consultants spent time researching Groveland’s far and recent past to get a sense of the Town’s personality, and then began hosting multiple community workshops and attending Groveland Day to solicit feedback from residents. Multiple surveys were conducted, and the consultants attended a couple of public meetings prior to the Planning Board formally adopting the Plan in October 2023.

The Town now has a Comprehensive Master Plan to guide Town employees and Boards/Commissions for the next 10 years to ensure everyone is working towards the same vision that was decided upon by residents. The Plan provides guidance as to how this vision can be fulfilled.

Funding

Funding for this project was secured through the Urban Agenda Program with the State. The total amount of funding was $75,000.
