What requires a Special Event, Property Use Permit Application?

In general, any scheduled outdoor public gathering, regardless of size, involving the use of, or having an impact on, public property, public facilities, parks, streets, sidewalks, rights‐of‐way, vacant land, parking lots, etc.

When filling out a form for multiple days please be specific when listing event times. If your event has a different time each day, please fill out an additional form for that specific day.

  • A special event is any activity that occurs upon public property that affects the ordinary use of parks, playgrounds, fields, buildings, public streets, rights-of-way, or sidewalks. Special events may include festivals, fairs, concerts, holiday celebrations, parades, athletic tournaments, road or bicycle races, etc.
  • Property Use permit gives priority to use specific areas of the public owned land (like picnic tables and benches) however, the area will remain open to the public during the event and permit holders are not permitted to turn non-guests away. Property Use permits are also used to allow signage/advertisement on Town property as well as parking for extended periods of times and/or events.

By signing and dating this application, I am stating that I have complied with all local, state and federal regulations and laws, that the information supplied accurately describes the proposed event. I agree to reimburse the Town of Groveland for any expenses incurred by the Town as a direct result of my use of Town Property.


Hold Harmless/Indemnification Agreement

I shall, to the maximum extent permitted by law, indemnify and save harmless the Town of Groveland, its officers, agents, volunteers, and employees from and against any and all damages, liabilities, actions, suits, proceedings, claims, demands, losses, costs and expenses (including reasonable attorney’s fees) that may arise out of or in connection with the lease or use of Town property for any damage to its real or personal property that occurs in conjunction with the lease or use of Town property by myself, or any agent of mine, unless the damage is caused by the Town of Groveland's gross negligence or willful misconduct.I shall, to the maximum extent permitted by law, indemnify and save harmless the Town of Groveland, its officers, agents, volunteers, and employees from and against any and all damages, liabilities, actions, suits, proceedings, claims, demands, losses, costs and expenses (including reasonable attorney’s fees) that may arise out of or in connection with the lease or use of Town property for any damage to its real or personal property that occurs in conjunction with the lease or use of Town property by myself, or any agent of mine, unless the damage is caused by the Town of Groveland's gross negligence or willful misconduct.


Insurance Requirements

It is the intent of the Town of Groveland to protect itself from liability arising from the use of the Town property by organizations or individuals utilizing the Town property for private or public events. To this end the applicant must do the following: Provide a CERTIFICATE OF INSURANCE COVERAGE which serves as proof that the applicant carries adequate insurance and that names the Town of Groveland as an Additional Insured. (This is mandatory for approval to serve alcoholic beverages.)

(This is mandatory for approval to serve alcoholic beverages.)
